Used as a way to diss enemies by making light of a death of their loved ones. Primarily meant to target living members of a gang or set.
Apparently very common amongst Chicago rappers

(Tony in this case is an example of a person that passed that is a member of a rival gang)
Smoking on: is almost suggesting you are smokin the ashes of the dead enemy like weed
