Same as a necromancer, but instead communicates with spirits of black people rather than spirits of dead people, better known as the art of negromancy. Also gives better use to the term "black magic". Oh yeah, and he's black.

Intelligence agency term for "psychological operation". A government or corporate-sponsored operation, usually taking the form of a "terrorist attack" or "crazed gunman on a spree", with the intent of panicking the public into demanding more police and laws inhibiting freedom. Psyops are usually carried out by drugging a civilian or group of civilians with aggression-promoting drugs, psyching them up, arming them, and sending them out to commit mayhem. A person with the ability to rile up and / or manipulate people of African decent by either words, actions, or promises. Usually these are false-promises, lies, and unfair representation. Commonly for a political agenda.
Guy 1: Why do all the black guys do what Guy 3 says?

A Negromancer is ACTUALLY a black wizard. Simple as that. Most wizards are innately white. Negromancer is very rare and powerful. some can even cast spells straight from their finger tips and conger energy vortices.
