A phrase to describe someone who is cognitively degenerating. Synonym of "going off the deep end". Can have varying degrees of severity.

Reference made by fans of the anime 'This Ugly Yet Beautiful World' a.k.a. 'Kono Minikuku mo Utsukushii Sekai'. Based on a scene in episode 2 where Jennifer and Hikari take a shower together. It is used to point out a lesbian act.
