someone who tries to sell others low quality fireworks at a high price to make a bit of extra cash

frank: anyone want to buy some fireworks?
earl: what have you got?
frank: could get ya rockets for 50quid, they are usually 70quid but my da stole them
earl: who would spend 50quid on fireworks? you're such a wasteman frank!
