This word has duel meanings with a root in the wearing of a busted style. The most common usage is to describe a band or designer rocking their own shit. A more obscure usage refers to a style where a person mixes too many labels at once. A filibuster is a culprit.

Filibuster (noun): a type of parliamentary procedure in which angry members of the united states congress waste time twidling their thumbs while in session so they dont have to actually get shit done.

To reject someone's friend request or group invite on Facebook by just leaving it there, preventing the sender from sending a new request
If anybody filibuster rejects a lot of people, they will have a lot of friend requests in their home page.
