To 'have a dutchie', is to smoke a lot of weed in a small unventilated room. So that the room quickly fills with a smokey haze, getting all the occupant's of the room very high.

Heavy (dutch) cooking pot. A kouchie however, is a pot that is used to store weed (as in pass the kouchie on the left hand side by the White diamonds. 80s group swapped in the word dutchie).
