A phrase to describe someone who is cognitively degenerating. Synonym of "going off the deep end". Can have varying degrees of severity.

a word that may be said by accident when infact you have no idea what it means! also in the phrase...i have to cut out the chowd...which is often said when your eyes are leeking or deflating due to an abundance of nailpolish fumes!
