Klee is a playable pyro(fire) character in Genshin Impact and is a really adorable child, A "jumpy dumpty" is a bomb that Klee's mother taught her how to make. This is her "elemental skill". An "elemental skill" is an attack that does different things according to the character (shields, healing and DMG), An elemental skill also charges the "elemental burst". An elemental burst is a burst that does basically the elemental skill, but more powerful. You can only use the elemental burst once you have used your elemental skill enough times. Since Genshin Impact is an action+story game, there are different game voice overs and different game languages. Japanese just so happens to be one of them and "bom bom bakudan!" is a voice line in Japanese. I actually do not know what it translates to, it might be "jumpy dumpty, boom!" but I am not exactly sure, because I use the Japanese voiceover and I don't feel the mood to log in and check lolz.
