Either a boy/girl who tells you "lets hang out" but right before you are supposed to they have an excuse not to.
Jill: "I wanna see you tonight"
Bill: "Me to, I get out of work at 7 I'll shower then we'll hang out k"
Jill: "Sounds good, text me when your done"
(an hour later)
Jill: "So are we going to hang out"
Bill: "Well I'm at my sisters right now so give me 30 minutes k. I miss you!!!"
Jill: "ok sounds good."
Bill: "Hey my cousin is down and I haven't seen him in a while. So I guess I'm stuck hanging out at my sisters all night."
(Bill is considered a bloweroffer)
Bill: "Me to, I get out of work at 7 I'll shower then we'll hang out k"
Jill: "Sounds good, text me when your done"
(an hour later)
Jill: "So are we going to hang out"
