Slang for a Blizzard, a soft serve ice cream treat from Dairy Queen. One who serves a Blizzy is often called a Blizzy Flipper, due to the act of turning a Blizzard upside down when being served to a customer. Derived from glizzy, which is DMV slang for a hot dog.
