To obfuscate facts to such a degree that everyone involved loses track of what the original point of conversation is about. This is generally done to coverup ignorance of rudimentary knowledge, or to distance one's self from a negative or disasterous event they would otherwise be associated with.
When pressed for details, the president blantonized with "That depends on what your definition of is is."
