A young up and coming actor. He has been in flims such as: The Soliders Leap, Urban Ghost Story, Julie and the Cadillacs, Master and Commander, Seed of Chucky, and Lord of the Rings. He got his stardom after starring as Pergirin Took (Pippin) in The Lord of the Rings Trilogy. He will soon star in: On a Clear Day and Save Angel Hope. Billy was born in Glasgow, Scotland in 1968. He was inspired by Star Wars to try acting. He started acting at the age of ten in school plays. His parents were supportive of his acting, but they passed away when he was 12. He was told to keep his dream of becoming an actor a secret by his schools counsler. When he was older he attended the Royal Scottish Academy of Music & Drama and graduated with a Diploma in Dramatic Arts. Billy is also into music and plays the drums, bass,and guitar. His voice range is tenor. He wrote and sang a song called 'The Steward of Gondor' in The Lord of the Rings: The Return of the King.
