an expression, of british origins, to signify that an individual cannot be bothered or does not care about something, or is too lazy, tired or hungover to tend to responsibilities...see also be assed, be arsed.

A peculiarly Irish way of using the word Fuck. By putting "be" before "fuck" the word has a similiar meaning to "could be". I am not sure of the origin, but probably some appropriation from Irish is likely, at least in grammatical form.
