Used to describe an attack on a web site. Many web sites are hosted under contracts where the site owner is billed for the amount of data to and from the web site(bandwidth).
The attack works by downloading/uploading as much data as possible from a particular web site leaving the site owner with a large bill. Bandwidth rape done correctly is not noticed until the bill comes.
