when a friend or acquaintance say they are going to do something that directly correlates with you, and then backs out at the last second most of the time without warning or giving notice
Person 1: Dude, where's Scooter at?
Person 2: I don't know man, he said he was coming an hour ago, but I think he's pulling an ahh man.
