college-age kids who aren't yet mentally capable of making adult decisions. Similar to the usage of the word "tween" to refer to pre-teens.
That boy is the typical adultager... always broke and asking his parents for money; always has an excuse for his poor behavior; never gets his shit turned in on time without someone holding his hand; doesn't know how to take care of his own business.
