The statement that "people who don't actually use a password regularly should not be able to pick said password".

The assumption being that one would pick a password at random... or worse, from some "hip" list of l337 phrases because they want to seem relevant. Typically this is also done without consideration for being able to reproduce the password later on.
IT Employee: "What password should we use for our Cisco Routers?"

Marketing Employee: "How about 'brokDedz0r*' ?"

IT Employee: "Sorry, we'd be breaking the Warner axiom by letting you pick. What the hell does that even mean, anyway?"
