A phrase to describe someone who is cognitively degenerating. Synonym of "going off the deep end". Can have varying degrees of severity.

spamming someone over an instant messenger (AIM, MSN, YAHOO) with loads of links from YouTube. They'll give you a link and give you another after 10 seconds without even letting you finish watching the first one.
