Intelligence agency term for "psychological operation". A government or corporate-sponsored operation, usually taking the form of a "terrorist attack" or "crazed gunman on a spree", with the intent of panicking the public into demanding more police and laws inhibiting freedom. Psyops are usually carried out by drugging a civilian or group of civilians with aggression-promoting drugs, psyching them up, arming them, and sending them out to commit mayhem. A fictional character from One Piece. He is the marksmith of the Straw Hat Pirate Crew and is also great friends with the captain, Monkey D Luffy. He is cowardly and timid, but he often displays incredible amounts of courage and strength that surprise both his enemies and allies alike. He also has a very large nose.
Usopp uses a slingshot as a weapon. Usopp loses in the duel with Luffy at Water 7. By the way, if you don't want the plot to be spoiled, don't read the previous sentence.
