A phrase to describe someone who is cognitively degenerating. Synonym of "going off the deep end". Can have varying degrees of severity.

The Cougar is a part spirit, part machine and is not to be mistaken with the prowler in Halo 3. The Cougar is normally a solitary being, but if prevoked, it will unleash its fury. It will stalk it' s prey and then attack without mercy..... The Cougar can easily slide over any terrain and attack any unsespecting victim. Few have seen the Cougar and lived to tell the tale.
