Running on Empty. Roe has all incompassing meaning. It represents boredom, sobriety, hilarity, insomnia, excess energy, lack of energy, insanity, hunger, or just plain old ROEness. The term "roe" can be used in any or every context. If ever there is a time you have trouble expressing or describing something, chances are its roe. An all-purpose adj.
Jack: "Oh my god you guys, im roe as fuck"

.when someone calls you on the phone and you answer but wish you had not. Therefor then trying your hardest to let the person who is on the phone know that you dont like them and you want them to go away and never call again, but doing so with minimal aggression but in turn making it obvious you dont like them...at all.
