Someone who loses all composure and dignity when in the presence of a cute puppy or dog, and goes to great lengths to touch it, pet it, hold it, and have the animal's attention. When sighting a puppy these people tend to squeal and say "Oh my God!" and talk in high frequencies using childish language as if they were talking to a baby.
