The act of talking shit to someone while not being able to back it up. You may call someone a "piece of shit", tell them to go "suck a fatty" or talk more shit, but really, you won't do anything physical. Sideaffects include, but are not limited to; being called a pussy/bitch (etc.), being teased often while knowing you won't/can't do anything about it, get to be a very pissy person, and this phrase also works when you're being a jealous bitch.
