Popular, but in a crappy type of way. For example, when you are in a public restroom, and someone in the restroom stall has their phone ring 6 times within 2 minutes - that person is poopular.

A person who is popular but is not a nice person. People usually call someone a poopular if they are unpopular, this is because poopulars are usually the ones talking about the unpopulars behind thier backs and so on...
