As incorporated in the Seinfeld episode "The Barber", the Penske File is the project George is given to work on in a job he may or may not have. Unsure as to whether he has the job, he is equally unsure as to what work he has to do on this file.
Thus, to refer to something as the "Penske File" denotes being given a task, not knowing what to do with it, but going along with it as if you do. This can consequently result in a lot of 'doing nothing', while looking like you are working hard.

In times of hardship for the laborers at K-mart store #7120, they retreat to the far reaches of the store, to a lovely abandoned auto center-turned-stockroom informally called Penske (after the company that formerly ran it). In this room many lulz and epic wins occur, along with wholesome activities such as slacking, graffiti-ing the windows, and hiding behind box mountains. It has quickly become a symbol of everything that is good in the world of retail Hell.

When you volunteer to help a friend "pack a couple of boxes" for a move, and then get roped into something completely outrageous. Like driving a moving truck full of his shit cross country because the fool didn't get a big enough truck in the first place, needed to rent another one from Penske, and didn't have anyone else stupid enough to drive the damn thing. Jesus H Christ!!!!
Karl asked his buddy to help him "pack a few boxes" for a move, and then proceeded to give him the ole Penske Steamer.
