A person, or persons, who hijack the pavement and walk extra slowly knowing that nobody else can get past them. Can be commonly identified by exhibiting the following behaviour:
1. Staring gormlessly at their phone
2. Demonstrating a complete lack of spacial awareness
3. Pushing a pram whilst thinking they're better than everyone else
Pavement pirates can only be countered by walking on the road in order to get round them.
