A Parking Pirate is someone who lurks in parking lots at malls and major retailers seeking out the best possible parking spot. These people will circle aimlessly, avoiding all the open spots at the back of the lot, until alas, they spot their mark...the shopper with bags in one hand, and keys in the other.

This pirate then creeps upon it's target, slowly following them as they make their way across the lot. They're watching you. They're following you. They are going to pillage you for your spot.

As you get closer to your vehicle, their blinker goes on. Avast! They're set to drop anchor. Fire in the hole!
There's always so many Parking Pirates at the mall right before Christmas.

Noun: a friend who is usually only called upon by a friend when a more primary/prominent friend is unavailable.

Taken from the term β€œsecond string” in an athletic competition situation. In football, if the star quarterback gets injured during a play, the second string is called off the bench to replace him/her. A β€œSecond String Friend” is essentially benched until needed, if ever.

Someone who refuses to pay for parking in a primarily pay parking environment, e.g. downtown in urban center, university, resident permit neighborhood. This person will circle until they locate an adjacent area with a few free parking spaces, and wait or circle the block until someone eventually leaves one of those few spaces.
I can never get a parking spot in front of my building because it's the one area downtown with free spaces, and there are always parking pirates circling the block--any open spaces are gone within a minute.
