A phrase to describe someone who is cognitively degenerating. Synonym of "going off the deep end". Can have varying degrees of severity.

A legislation that promotes ending of any type of copyrights on the internet at all. This act also promotes the shut down of big name websites such as, Wikipedia, Icanhascheezburger, Facebook, Reddit, and about 10,000 other website. This act, along with SOPA, is basically made to destroy the lives of millions of people throughout the world. This act was made and supported by the same idiots who made pizza a vegetable. It was made off the basis of piracy, and people letting the truth about the corrupt government go on the internet. If you support ending this act, Google, "stop PIPA' (WHILE YOU STILL CAN)

A bill that's in congress that would censor the entire internet and effectively take away all american's first amendment rights. (On the internet at least.) Many sites such as Wikipedia, Google, Facebook, and the Urban Dictionary oppose this and the online hactivist group, Anonymous is outraged by this.
