A phrase to describe someone who is cognitively degenerating. Synonym of "going off the deep end". Can have varying degrees of severity.

The Part of the Year when it is both Legally, and Ecologically, Acceptable to Hunt for Animals,Fish or Game, of a Particular Species.
All the (civilised) Local National Governments set Start and End Dates for the Open Season; and the Closed Season.
These dates can be different for each of the Animals, Fish, or Game Species which a Hunter/Angler wants to target.
In Order to Avoid Being Caught, Arrested and Fined, it is necessary to Find out what the Start and End Dates are for the Open Season; as it applies to the Species of Quarry which YOU want to Hunt.
( The Survival of Species is At Stake; So Don't Risk Being Busted.)
The Fines are, Quite Rightly; VERY PAINFULLY EXPENSIVE.
These dates can be different for each of the Animals, Fish, or Game Species which a Hunter/Angler wants to target.
