Acronym: Obsessive-compulsive television disorder. People who suffer from OCTVD have unwanted and repeated thoughts, feelings, ideas, sensations (obsessions), or behaviors that make them feel driven to do something (compulsions) specifically while viewing television.

A phrase to describe someone who is cognitively degenerating. Synonym of "going off the deep end". Can have varying degrees of severity.
