Someone who confidently asserts themselves towards a false truth in the presence of others. Even when the rest of the people there know that they are completely wrong.
Given the choice of a shovel or a ladder to get out of a hole, they have dug themselves, a numpty would confidently choose the shovel!

A "Numpty" is an individual who lacks common sense and is often seen doing idiotic acts which usually results in embarrassing themselves. A "Numpty" also lacks the capability to lie as they do not have the sufficient knowledge to conjure up a lie in the first place
John is such a numpty he couldn't even lie to get himself out of trouble.
