It is a form of behavior or state - of mentally unbalanced person often under alcohol influence, who performs extremely hopeless, jealous, possessive or obsessive actions towards something or someone; characteristically shameless or bald-faced by such performer.
Netta-drunk:

Henri's wife went Netta-drunk again! At first she cried cause of his one smile to the waitress and locked herself in the restroom. Then after 2 hours she came out , saw all of us having fun so as usual she broke the bottle on Henri's head! Every time we go out she spoils everybody's evening !
