Like National 4, this is an SQA qualification that requires no exams and this qualification is of such low standards that it's hard to even consider it an achievement. Normally, students won't have to sit national 3 courses, but if they are retarded then they may have to resort to sitting national 3 courses which would end up in them only getting as far as national 5 when they leave school.
