A phrase to describe someone who is cognitively degenerating. Synonym of "going off the deep end". Can have varying degrees of severity.

Moeen is a 1/10 who claims to be 10/10. He has the biggest smile and lights up the room. He's very reserved until you get to know him. He's can be the loudest of the group if he wants. He's a very hard worker and puts in the work to get to where he is. Very compassionate about anything he does. He can be a prick sometimes but he's got a good heart.
