It's a Venezuelan slang that is mostly used in a mocking way of telling your friends that someone in particular lacks experience in doing something.
It can be used in several ways. When a friend of yours is innocent, has never done anything considered to be risky, is ignorant most of the time when someone strikes up a conversation releated to mainstream topics such as TV series, celebrities, books, common places to eat etc... the term "you lack street" can be used to spice up your impolite reaction towards someone who is naive
