Originated from the late Bay Area comedic rapper 3pac, something who gives too many hoots is someone who gives too many shits about something. 3pac coined phrases such as "zero hoots, son" meaning "don't give any shits, son," could be used the same way that people use the phrase "yolo."
John: Yo Ryan is hella down after losing the game on saturday.
Quinn: Yeah man I heard, he just gives too many hoots, son.
John: Haha yeah man, he gives wayy too many hoots.
Quinn: Zero hoots, son
John: Right on man.
