The act of explaining any aspect of life in ultra-precise detail, so that any of the first 10 questions you might have following a regular explanation have already been answered as well as 20 other question you hadn't even thought of yet. This can lead to very long answers to questions, but also means they are incredibly thorough. When someone has gone all skipper, there are no follow questions needed.
