When someone is telling a lie or says something so stupid that you half-laugh, puff in disbelieve, feel disgusted and hopeless at the same time. Similar to if I don't laugh I will cry but with more disgust and hatred towards the idiot making the statement.
As the idiot Prime Minister discussed post-Brexit, he told a room full of people that they would be able to throw away forms issued by European Customs officials. "If they have a problem with that tell them to call the Prime Minister," he said as the room gluffed at his obvious lie.
