A term coined on an episode of the sitcom "Will and Grace" meaning completely, and utterly crazy. Because carnies are generally branded as "different," "psycho," and/or "creepy," it really enhances the traditional meaning of crazy.
"Dude, that guy went carnival-freak crazy when he found out that his girlfriend was cheating on him. He threw a sofa across the room!"
