A frapaddle is a cat that is on drugs, usually marijuana or methamphetamine. The cat will often fall off of high places such as a rooftop, and will not be able to retain its balance.
Person 1 - "Dude, I saw a frapaddle the other day!"
Person 2 - "Really? Did it get hurt?"
Person 1 - "Yeah, I think it broke it's leg"
