Pre 1990 cars tend to rust if left in the rain, hence the Fiat stands for "Fix It Again Tony" jokes. Reliability on modern Fiats is actually very good, just don't expect Lexus style build quality.

Used in debate, it's a process by which you can just assume that a plan gets passed by congress and such, so that you can debate the benifits of the plan, not just congress shit.
