Person who is mentally or chemically imbalanced; (2) A local idiot or nutcase; (3) Anyone who is held in extreme hatred; (4) Person who belives in total ditatorship but is incapable of running his or her own life; (5) Someone who is in need of psychological evaluation and/or therapy.
