A person who has no understanding of anything in the real world and is so clueless. Gets confused very easily but is very book smart. Is usually a person who likes to have fun and party only when in a good mood.

A person who is acting in a very dingbat-ish manner. Someone who is not 'with it today'. Someone who should be taught a thing or two about how to act around people.
*Someone walks into a lampost*, "Oh you dingbat!"
