1. A creepy woman, often a townie, that can be found around local college bars. Creepy Shirleys sometimes have scars on their face and they usually talk nonsense to you in an attempt to pick you up. 2. Any creepy female in general.
I was watching the football game when that Creepy Shirley came up to me and said "Hey, I'm a girlie girl so I don't know much about football. I'd rather be in the kitchen, cooking dinner for YOU."
