A type of quasi-marriage some places (in the US) offer for gays and lesbians. Its marriage, but not quite marriage. It is like 'seperate but equal' in that it is inherently discriminatory.
One drinking fountain was for whites, the other was for blacks, but the one for blacks rarely worked right.

In most places in the United States only straight people can marry. For gay people, civil unions are the 'seperate but equal' answer.

During the early modern era of the 1900’s, Western Civilization was nearly destroyed by & overcame the oppressive rise of Fascism, Nazism, and Communism in WW2 .

The West enjoys the highest degree of broad Freedoms, Liberties, Human Rights, Wealth, Peace, Free Markets, Quality of Life, Healthcare, Education, Sciences, & Technologies in the world.
Today, Western Civilization & Western Philosophies thrive & develop around the world & The West itself, & many other countries as well such as India (World’s largest democracy).
The philosophies of Western Civilization, where adopted, have transformed third-world impoverished societies into thriving states; (ex: In less than 50 years, South Korea transformed from a war-torn impoverished nation into one of the most technologically advanced nations on Earth with one of the highest qualities of life while preserving and promoting Korean Culture— in contrast to North Korea, which remains an impoverished totalitarian state under Communism.)

An employee of the state who is rarely civil or a servant of the people. Politically correct to the nth degree, usually to the exclusion of common sense and proportion. Protected from the ravages of the commercial world by contracts written by other civil servants, minimal working hours, maximum holidays and generous pensions all at the expense of taxpayers actually working and being productive in the private sector are the norm. Often on sick leave, obstensibly because of "stress", but if actually at work most likely to be having a coffee, emailing friends, and convening pointless meetings where nothing gets decided and actions are not acted on.

Nice work if you can get it, and if you do its a job for life, as no matter how incompetent, lazy or just plain stupid you are, its almost impossible to get fired. Brilliant.
Ask people to word-associate with 'Civil Servant', and you might get things like 'grey suit', 'bowler hat', 'faceless bureaucrat' and 'lazy incompetent boring waste of taxpayers' money'. And that's just from female ex-Prime Ministers.
