citizen evil

a person or thing, usually a woman, that does deeply despicable and violent acts without being caught and having a malicious intent, such as abandoning babies/children, the killing of animals, extreme domestic violence, extreme, cruel, and unusual punishments on children, etc.

She left her one year old baby boy all by himself at home when she went on a week long vacation! It died on the second night. What is she, citizen evil?
