Intelligence agency term for "psychological operation". A government or corporate-sponsored operation, usually taking the form of a "terrorist attack" or "crazed gunman on a spree", with the intent of panicking the public into demanding more police and laws inhibiting freedom. Psyops are usually carried out by drugging a civilian or group of civilians with aggression-promoting drugs, psyching them up, arming them, and sending them out to commit mayhem. A Cactus is just an office plant but deadlier. A Cactus uses others in their workplace as collateral damage in order to gain their bosses approval. A cactus has no limits in throwing the number of colleagues under the bus but generally singles out 1 certain colleague who is already not in favour with the said boss.
Boy Sheldo has really stepped it up lately and become a cactus, just so he can get that certificate.
