a person, usually black, who lerks around and does weird things and stalks pretty girls. also known as the black version of a creeper. a creepa is def not wanted and everyone tends to either run away screaming when seeing a creepa or laughing histerically at this usually ugly or bald creepa.
"CREEEPA" TFF, even though hes white, the mexican, faggot, and many more of these people of different races.
