Bosnian slang for "Crazy Person". During the 1990's when many Bosnians came to the USA as refuges and encountered ghetto black people for the first time, the word evolved to specifically refer to typical black people who display blatant "I gives no fucks about anything and my ignorance is to be celebrated" ghetto-as-fuck behavior that no non-black person could ever possibly understand because of its utter stupidity.
Look at that fool walking down the middle of the street, yelling at cars while drinking a 40oz! What is holding up his pants? They are down to his knees! Why is he wearing a shirt four times too big for him? Budala!
