A phrase to describe someone who is cognitively degenerating. Synonym of "going off the deep end". Can have varying degrees of severity.

Stands for Big Lipped Ubangy Mother Fucker. It is not ugly, like the previous example stated. Ubangy is slang for someone of African tribal descent. A deroggatory term for negroes..
